The Central Bank’s Guidelines on e-money/e-wallet contain provisions on safeguarding users’ funds, depending on the nature of the scheme. Hence, the main Central Bank’s regulatory objective is to promote the safety and soundness of e-money/e-wallet schemes. The Guidelines outline the broad principles and minimum standards to be observed by e-money/e-wallet issuers concerning the operation of e-money/e-wallet schemes.
 
On top of that, approved issuers of Shariah-compliant e-money/e-wallet are required to comply with sections 28(1) and (2) IFSA in issuing a Shariah-compliant e-money. Accordingly, all operations, businesses or activities of such approved issuers need to be Shariah compliant.
 
This webinar offers an opportunity for the participants to gain a better understanding of the recent developments of e-money/e-wallet as well as the legal framework and Shariah perspective of e-money/e-wallet. There will also be a panel discussion on the challenges faced by operators of e-money/e-wallet by industrial players.

The International Shari’ah Research Academy for Islamic Finance (ISRA), in partnership with the Islamic Research is organising the 15th International Sharīʿah Scholars Forum (2020) on 10-11 November 2020. The theme of ISSF2020 is "Islamic Finance: Balancing between the Norm and the Exception".
 
The main objective of this topic is to study deeper the basic principles governing Islamic financial transactions through adherence to Sharīʿah fundamentals and implementation of the fiqh of exceptions without neglecting the spirit of Islamic law (maqāṣid al-Sharīʿah). The platform provides high-level discussion of the parameters related to the fundamental Sharīʿah principles and their practical implementation in modern financial and banking transactions, especially in the main sectors of Islamic finance: Islamic banking, takāful companies and the Islamic capital market. As always, the discussions will be conducted in the spirit of appreciating diversity across key Islamic finance jurisdictions, regulatory policies and guidelines. To that end, the key principles for applying Sharīʿah texts to the real world have been studied, along with their implementations on various institutions of the Islamic financial industry.  The aim is to direct the practices of the industry towards adherence to the spirit of Islamic law while meeting contemporary needs, and to guide innovations and new initiatives for addressing social and economic challenges. In addition, this annual forum aims to provide the audience with a maqāṣidī framework to guide the Islamic financial industry and to promote the balance between adherence to Sharīʿah fundamentals and implementation of the fiqh of exceptions when applying key Sharīʿah principles such as benefit (maṣlaḥah), necessity (ḍarūrah) and  need (ḥājah) to Islamic finance products and services. This is to ensure the stimulation of innovation of products that are compliant with the letter and spirit of Sharīʿah. The platform provides high-level discussion on assessment of the performance of the Islamic financial industry in maintaining balance between the two sides. This assessment extends to an evaluation of the overall performance of Sharīʿah committees in their resolutions and [approval] of products and commercial activities. The opening dialogue addresses Sharīʿah parameters for implementation of the Sharīʿah principles of necessity (ḍarūrah), need (ḥājah) and benefit (maṣlaḥah), which are indispensable in product development.

The United Nations Commission on Trade and Development (UNCTAD) recently estimated that in order to adequately fund the 17 Sustainable Development Goals (SDGs) in developing countries, US$5 trillion to US$7 trillion will be required in annual investments by 2030. Fulfilling this ambitious financial requirement presents not only challenges, but also significant opportunities.
 
The recent introduction of regulatory frameworks and initiatives promoting the development of sustainable finance across Southeast Asia has highlighted the significance and relevance of this important and fast-growing sector. With more corporates, financial institutions, government bodies and regulators becoming aware of Sustainable Development Goals, countries offering environments conducive for the growth of sustainable finance and investment will see tangible and long-term benefits.

The 3rd IFD (IFD2020) will push the dialogue even further. The global COVID-19 pandemic has intensified the need to adapt and accelerate the digitalization of financial services as a survival strategy across the globe. Market players and regulators of the Islamic financial services industry must make it a top priority. Institutions
that drag their feet on planning for fintech will face irrelevance or, more likely, extinction.
 
Can the Islamic fintech industry transform this disruption into new solutions and opportunities? A notable reality, especially in the Islamic fintech industry, is that, although the industry seems to be expanding, it is not connected. There seem to be key components of the industry that are still missing. In the interest of creating an Islamic fintech ecosystem, whether regional or global, these components must be identified. This year’s event will discuss these areas to better understand the existing ‘dots’ and how they can be better connected. It will also explore what fundamental blocks are still missing for building an Islamic fintech ecosystem.
 
The 3rd IFD is not left behind in the digitalization wave. While transitioning the dialogue to the virtual world, the 3rd IFD plans to create an informative and memorable milestone in the industry. This year, like previous years, will bring together fascinating experts and scholars to discuss these issues. The event will feature the launch of an Islamic Fintech Report that will provide wider insight about the Islamic fintech industry. There is much more to expect from the event this year.
